Community Housing Impact and Preservation Program (CHIP)

To provide funding for a flexible, community-wide approach to the preservation, improvement and provision of affordable housing for low- and moderate-income persons.

These programs are components of the CHIP:

Private Owner Rehabilitation

The purpose of the Private Owner Rehabilitation activity is to improve and protect the supply of sound, serviceable low-income owner-occupied housing stock. Through this activity, financial assistance is provided to homeowners to correct sub-standard conditions so that the homes are safe, healthy, durable, energy efficient and affordable. Private Owner Rehabilitation is intended to address problems throughout the house. In most circumstances, this means that the homes mechanical systems (electrical, plumbing and heating systems) and exterior and interior structural components (roof, walls and floors) will be repaired or replaced to meet the required standards. Home Repair

The purpose of the Home Repair activity is to help preserve owner-occupied low-income housing stock by providing households with limited financial assistance to correct one or two significant problems. Unlike Private Owner Rehabilitation, which addresses the entire home, the Home Repair activity can address only one or two specific problems that adversely effect occupant health and safety. LMI income guidelines:

65% for Private Rehabilitation

50% for Home/Building Repair

80% for Rehabilitation

Home Energy Assistance Program – HEAP

The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Department of Development’s Office of Community Assistance (OCA). It is designed to help eligible low-income Ohioans meet the high costs of home heating.

Percentage of Income Payment Plan Plus – Ohio PIPP Plus

Under PIPP Plus, if you heat with gas, you pay 6 percent of your monthly household income to your gas company and 6 percent to your electric company. If you heat with electricity, you pay 10 percent of your monthly household income. The Community Action Agency or utility company will inform you of your PIPP Plus installment. Once you are enrolled in the program, you must pay your installment every month in full and on time.
